Repeat after me: “Motor Vehicle License”. Note, carefully, that first word. First: a bicycle is usually deemed a vehicle, or the equivalent of The throwback auburn tiger basketball shirt. However,it does not,as a rule, have an engine or motor on it. It’s powered solely by muscle-power. The same is true of tricycles built to carry passengers, even ones that sport a trailer (must be pigs to get up hills). I’ve seen quadricycles with one steering wheel or handlebar, and four saddles and sets of pedals – no motor, not a MOTOR Vehicle under the meaning and intention of the act. Some jurisdictions (BC is one of them) permit bicycles to have electric assist, so long as a) it does not completely replace pedal power (MUST have pedals fitted), and cannot exceed 30 Km/hr. In some places, the system must be rigged do that the cyclist must keep pedalling, to get the benefit of the power assist. I trust you are getting the picture: bicycles, tricycles, quadricycles, designed to operate on the roads in and with traffic are “street-legal”, no matter what others may claim. Their operation on the roads is governed by the operating rules and regulations that comprise the “Highway Code”, the Rules of the Road, or whatever the Standard Operating Procedures for wherever you live are called. Usually, they are explicitly forbidden to be operated on any sidewalk or pavement – UNLESS there is signage to the contrary. Like any other vehicle they may cross such pavements or walks, if the way is clear. Like any other vehicle they are required to carry a white light fixed to the frame (helmet/”head”-lights don’t fit) facing in the direction of travel, and a red light to the rear. They must have a bell, horn, or suitable sound warning signal device. Now – when it comes to operating a bike in traffic – the only advice I have, culled from 66 years of experience, is that we must operate the bikes as vehicles. We are slow traffic (well, D’oh!) so we should ride as far to the side as practicable. No distance is specified, despite what people believe. I recall a court case where a mother with a child in a trailer was ticketed for being too far from the curb. The local courts refused to accept the ticket, when she insisted on a hearing, but voided it, and publicly reminded police that the wording was “as close as practicable”, and that the decision was the driver’s (cyclist’s), not the police or any other party.
